Dog owners must show responsibility

In recent weeks there has been several comments about dog walkers and their lack of personal responsibility.

A friend of mine was walking her dog at the UVic off-leash area on Cedar Hill Crossroad and was knocked down by two heavy-set dogs. She has sustained a compound fracture of her leg. My friend was taken by ambulance (paid for by her) to hospital, had her surgery and is now in a rehab hospital for a period of three months undergoing daily physic to allow her to be able to walk again.

It would be nice to think the owner of these dogs would come forward to accept some responsibility, even if only a bouquet of flowers or an apology.

Meanwhile, my friend has been sidelined for many months with the uncertainty of a full recovery. Is there something wrong with this scenario?
