I want to commend the Capital Regional District’s chief bylaw officer, Don Brown, for his reasonable response after the horrific dog attack that happened at Esquimalt Lagoon.

He recognized that any dog, regardless of breed, is capable of attacking and injuring another dog. As he had also recognized, it is the responsibility of all owners to properly train and know the limitations of their dogs.
