An Alternative Approval Process (AAP) is a method of engaging members of the community regarding local government initiatives. The District of Saanich is bringing together five separate AAPs at once to ensure efficiency and reduce taxpayer costs while seeking elector approval for its annual capital projects. NOTICE OF ALTERNATIVE APPROVAL PROCESS

SEWER CAPITAL PROGRAM LOAN AUTHORIZATION BYLAW, 2024, NO. 10023

NOTICE is hereby given in accordance with the Community Charter, that the District of Saanich is undertaking an Alternative Approval Process (AAP) to obtain elector approval for “Sewer Capital Program Loan Authorization Bylaw, 2024, No. 10023.” This bylaw authorizes the District to borrow up to $400,000, repayable over a maximum of 15 years, to fund sewer system improvements in the Sewer Service Area, including the Albina-Gorge Forcemain upgrade, as included in the District’s Financial Plan.

Under the AAP, Council may adopt Bylaw No. 10023 unless at least 10% of electors in the District of Saanich Sewer Service Area submit written opposition in the manner set out in this notice, requiring Council to seek elector assent before proceeding. If fewer than 10% oppose the bylaw will proceed to adoption. This AAP applies exclusively to the Sewer Service Area. A map of the area is included with this notice, and additional information is available at www.saanich.ca/aap. With 82,883 eligible electors in the Sewer Service Area, at least 8,288 valid Elector Response Forms must be returned to prevent adoption of the bylaw, without elector assent.

Elector Response Forms

If you support Bylaw No. 10023, no action is required. If you oppose the bylaw, you must submit a completed, hand-signed Elector Response Form (electronic signatures are not accepted) by 4:30 p.m., Wednesday, March 19, 2025. Elector responses must be in the form approved by Saanich Council and are available at Legislative Services, 2nd Floor, Saanich Municipal Hall, Monday to Friday, 8:30 a.m. to 4:30 p.m., and online at www.saanich.ca/aap. Only eligible electors within the Sewer Service Area are permitted to sign the forms.

Completed forms must be returned no later than 4:30 p.m., Wednesday, March 19, 2025.

NOTICE OF ALTERNATIVE APPROVAL PROCESS

STORM DRAINAGE CAPITAL PROGRAM LOAN AUTHORIZATION BYLAW, 2024, NO. 10024

NOTICE is hereby given in accordance with the Community Charter, that the District of Saanich is undertaking an Alternative Approval Process (AAP) to obtain elector approval for “Storm Drainage Capital Program Loan Authorization Bylaw, 2024, No. 10024” to authorize the District to borrow a sum not exceeding $1,700,000 over a maximum of 15 years to fund the construction of improvements to the storm drainage system, including substandard drain replacement for Shelbourne Street, Homer Road, Kamloops Avenue, Hodgson Place, Jamaica Road, Albina Street, Orillia Street, and Maddock Avenue.

Under the AAP, Council may adopt Bylaw No. 10024 unless at least 10% of electors in the District of Saanich submit written opposition in the manner set out in this notice, requiring Council to seek elector assent before proceeding. If fewer than 10% oppose the bylaw will proceed to adoption. This AAP applies to the entirety of the District of Saanich. With 87,353 eligible electors in the District of Saanich, at least 8,735 valid Elector Response Forms must be returned to prevent adoption of the bylaw, without elector assent.

TRANSPORTATION CAPITAL PROGRAM LOAN AUTHORIZATION BYLAW, 2024, NO. 10025

NOTICE is hereby given in accordance with the Community Charter, that the District of Saanich is undertaking an Alternative Approval Process (AAP) to obtain elector approval for “Transportation Capital Program Loan Authorization Bylaw, 2024, No. 10025” to authorize the District to borrow a sum not exceeding $3,100,000 over a maximum of 15 years to fund the construction of improvements to the transportation infrastructure, including Active Transportation programs such as sidewalk and cycling infrastructure installation, bike facilities and crosswalk installation, as well as street light replacement and sidewalk rehabilitation.

Under the AAP, Council may adopt Bylaw No.10025 unless at least 10% of electors in the District of Saanich submit written opposition in the manner set out in this notice, requiring Council to seek elector assent before proceeding. If fewer than 10% oppose the bylaw will proceed to adoption. This AAP applies to the entirety of the District of Saanich. PARKS CAPITAL PROGRAM LOAN AUTHORIZATION BYLAW, 2024, NO. 10026

NOTICE is hereby given in accordance with the Community Charter, that the District of Saanich is undertaking an Alternative Approval Process (AAP) to obtain elector approval for “Parks Capital Program Loan Authorization Bylaw, 2024, No. 10026” to authorize the District to borrow a sum not exceeding $1,200,000 over a maximum of 15 years to fund the construction of improvements to Saanich parks infrastructure, including Fowler Park pickleball courts, Cedar Hill Golf Course parking lot, Maynard Park playground, Viewmont Park tennis court reconstruction, streetscapes, bridges and structures programs.

Under the AAP, Council may adopt Bylaw No. 10026 unless at least 10% of electors in the District of Saanich submit written opposition in the manner set out in this notice, requiring Council to seek elector assent before proceeding. If fewer than 10% oppose, the bylaw will proceed to adoption. This AAP applies to the entirety of the District of Saanich. With 87,353 eligible electors in the District of Saanich, at least 8,735 valid Elector Response Forms must be returned to prevent adoption of the bylaw, without elector assent.

COMMUNITY FACILITIES CAPITAL PROJECTS LOAN AUTHORIZATION BYLAW, 2024, NO. 10027

NOTICE is hereby given in accordance with the Community Charter, that the District of Saanich is undertaking an Alternative Approval Process (AAP) to obtain elector approval for “Community Facilities Capital Projects Loan Authorization Bylaw, 2024, No. 10027” to authorize the District to borrow a sum not exceeding $3,215,000 over a maximum of 15 years to fund the construction of improvements to community facilities, including the Cedar Hill Recreation Centre retrofits and green and inclusive upgrades, Saanich Commonwealth Place waterslide replacement, Municipal Hall Annex HVAC upgrades, Les Passmore Centre and Cedar Hill Golf Course maintenance building electrification retrofits.

Under the AAP, Council may adopt Bylaw No. 10027 unless at least 10% of electors in the District of Saanich submit written opposition in the manner set out in this notice, requiring Council to seek elector assent before proceeding. If fewer than 10% oppose, the bylaw will proceed to adoption. This AAP applies to the entirety of the District of Saanich. With 87,353 eligible electors in the District of Saanich, at least 8,735 valid Elector Response Forms must be returned to prevent adoption of the bylaw, without elector assent.

Elector Response Forms may only be returned in one of the following ways:

  • Delivered in person at District of Saanich Municipal Hall, 770 Vernon Avenue, Attn: Corporate Officer, during regular office hours (Monday to Friday, 8:30 a.m. to 4:30 p.m. excluding statutory holidays), or after hours if deposited into the 24-hour secure drop box at the entrance of the Municipal Hall.

If you oppose multiple initiatives, you must return a separate Elector Response Form for each AAP. Completed forms must be returned no later than 4:30 p.m., Wednesday, March 19, 2025.
