I don’t see a big deal here. Given the behaviour of so many sellers and developers (build now, ask forgiveness later), I fully support Saanich keeping a broader scope on the EDPA. If a homeowner wants an exemption, let them ask.
Yes, Saanich can and should do a better job of informing those affected. This however can easily be corrected.
Personal profit should not supersede the greater (global?) good. The last administration already messed that up with their weak enforcement policies.
